Role Overview
We are seeking a dynamic EU Affairs Lead to join our Brussels-based Public Policy & Government Relations team. Reporting to the Group Head of Public Policy & Government Relations, he/she will play a pivotal role in shaping our strategic positioning across EU institutions and Member States. This position demands deep expertise in EU decision-making processes, industrial policy and a proven ability to translate complex legislative developments into actionable insights for operational decision-making.
In close cooperation with Group functions, regional leadership and country teams, he/she covers a broad range of issues affecting our assets, products and markets, with a particular emphasis on the EU Clean Industrial Deal, climate and energy policy, circular economy and the wider industrial transformation agenda. The role has a strong focus on strategic engagement and networking, both internally and externally, to create conditions that will enable us implement Holcim’s NextGen Growth 2030 strategy.
Key Responsibilities

Develop and execute a comprehensive EU affairs strategy focused on industrial competitiveness, decarbonisation, and lead markets, with particular emphasis on the EU Emissions Trading System (ETS), Carbon Border Adjustment Mechanism (CBAM), the Clean Industrial Deal ecosystem and the Industrial Accelerator Act.

Provide forward-looking intelligence and scenario planning on EU legislative developments, identifying risks, opportunities, and strategic responses across the industrial decarbonisation agenda (hydrogen, CCS, circular economy, energy-intensive industries).

Brief senior executives and operational leadership with clear, digestible analyses of complex legislative proposals, enabling rapid integration into business decision-making processes.

Leverage an established Brussels network (EU Commission, Parliament, Council, Permanent Representations, trade associations) to secure early intelligence, influence policy outcomes, and build strategic partnerships.

Represent the company at high-level stakeholder meetings, workshops, and industry coalitions, acting as a credible advocate for industrial transformation.

Develop a highly effective and state-of-the-art monitoring mechanism that covers all relevant topics and stakeholders and provide factual and forward looking intelligence.

Required Skills & Qualifications
1. Specific work experience
-
10+ years of EU public affairs experience, ideally combining in-house corporate and/or institutional backgrounds.

Industry/construction sector experience is strongly preferred, with specialist knowledge of EU ETS (benchmarks, free allocation, MSR dynamics) and CBAM implementation.

Deep expertise in the Clean Industrial Deal and associated initiatives, incl. Net-Zero Industry Act, Decarbonisation Bank, Innovation Fund, Competitiveness Fund

Deep understanding of the EU policy agenda, institutional processes and Brussels decision-making culture, with proven experience navigating the legislative process and stakeholder coalitions.

Strong written and oral communication skills in English and ability to distill complex legislative text into concise executive briefings, operations action plans and speaking points.

Entrepreneurial, go-getter and self-starter with a high degree of autonomy, initiative and ownership; able to set priorities, drive files and deliver under time pressure in a fast-moving, sometimes ambiguous, environment.

Ability to thrive in matrix organisations, bridging policy insights with operational realities.

Excellent diplomatic skills and ability to build consensus across internal and external stakeholders; comfortable engaging at senior level in both political and corporate settings.

Established network in Brussels relevant to climate, industrial and circular-economy policies; ability to further expand and activate that network in support of the Group’s objectives.

Solution-driven mindset: identifies opportunities within regulatory constraints and develops pragmatic implementation pathways.
