Procurement Manager (Production Services)

Job Purpose

 

  • Lead the development and drive implementation of category sourcing strategies maintaining the highest level of controls. Maximize the savings associated with spend managed locally as defined and co-lead with category teams.

Key Responsibilities

 

1-Health & Safety:

Adhere to and enforce relevant legislation and policies and ensure that highest degree of safety and safe working practices are maintained.

 

2-Functional:

  • Manage the operational and tactical Procurement of the category in accordance with Holcim category strategy, as well as applicable policies, procedures and specifications to deliver savings to the company and reduce total cost.
  • Improve the cash position of the company by extending suppliers’ payment terms, and seek new business models to improve cash
  • Manage his/her day to day P2P operation in a state of the art mode, to ensure compliance and the highest level of controls
  • Act as the point of contact between Category Management and operations
  • Drive the realization of savings, supply efficiency, quality, and process improvements in country, in line with regional and global strategies.
  • Identify saving opportunities and initiate individual projects and initiatives at all operational levels
  • Manage and develop Procurement professionals
  • Adhere to and enforce relevant legislation and policies and ensure that highest degree of safety and safe working practices are –maintained.

Tasks

  • Manage a team of 5 procurement professionals and either directly or indirectly tactical buyers
  • Ensure global & local policies and procedures are conveyed to end users
  • Develop new suppliers for maintenance and permeant contract scopes
  • Manage all permeant scopes through long term contracts and strategics partnerships
  • Initiate and support the RFx process locally as defined by category strategy
  • Align internal decision makers through focused communication
  • Approve local and foreign purchase orders for supplies, equipment, production services and capex within authorized signature limits.
  • Assure compliance with applicable laws, ethical standards, policies and codes of business conduct
  • Ensure that own country /cluster executes category strategy as required and agreed. Where compliance is an issue, find and eliminate root causes
  • Measure KPI’s according to existing templates
  • Ensure the generated savings are reported as required, and according to category guidelines
  • Track achieved results in terms of TCO

 

 

Education

 

 

 

 

Qualifications & Experience

Education:

  • Bachelor’s Degree in Engineering.
  • MBA is a plus.

 

Technical Skills:

  • Experience in Category Management.
  • Technical Background in the industry.
  • Advanced Experience of linking and leveraging skills
  • Advanced Experience of industry and suppliers’ analysis (can be developed if outside of cement business)
  • Advanced skills of CRM and SRM
  • Good Experience of commercial agreement writing and management
  • Good Experience of SAP

 

Linguistic Skills:

  • Very Good Command of Spoken & written English.
  • Excellent Communication and Negotiation Skills.

 

Experience:

  • 10- 12 years in industry (category management, sourcing, operations, maintenance, operation) with exposure to supply chain management, strategic sourcing and optimal procurement processes and standards.
  • Demonstrated performance in working within cross-functional teams, a matrix organization, with required drive and energy to ensure that a challenging benefits and capability building agenda is successfully delivered, Able to review and create the company policies and procedures related to the P2P.

 

Behavioral Competencies / Leadership and Managerial Ability:

  • Excellent written and oral communication skills; ability to communicate.

effectively/convincingly at all levels (including top management, technical, and operational) and with all functions.

  • Highly effective time management, planning and organization skills; ability to manage multiple tasks and priorities and drive tasks to completion in a fixed time-frame and in a pressured environment
  • Ability to work with cross-functional teams and build relationships across multiple functions, countries, regions and cultures
  • Demonstrates broad understanding of the content, processes and delivery channels in the field of the assigned categories
  • Ability to deal with ambiguities, conflicts and adversarial relationships
  • Ability to assess potential and risks associated with supplier and market changes, and integrate with category and sourcing strategies
  • Proven ability in analysis and interpretation of data
  • Proven ability to identify problems quickly makes sound judgments, establish and implement solutions
