Job Purpose:
Ensure effective leadership, governance, and execution of HSE requirements for work at height and structural reinforcement activities for the project. Mitigate access risks during Civil Activities, Mechanical Assembly, and Installation phases to ensure safe project delivery in full alignment with all Holcim HSE standards and rules. Review, validate, inspect, and continuously monitor all scaffolding structures, temporary platforms, and Working at Height (WAH) activities for the Line 5 brownfield reactivation project. The core purpose is to guarantee that the Main EPC Contractor and their subcontractors strictly adhere to the contractual commitment.The Inspector acts as the primary gatekeeper for Working at Height safety, ensuring that no scaffolding material is procured or erected without prior physical validation. local statutory regulations, and the "Zero Harm" safety culture prior to authorizing any workforce access, thereby mitigating severe fall risks during the heavy mechanical, civil, and electrical upgrade phases.
Key Accountabilities:
1. Health & Safety Leadership:

Field Engagement: Verify that scaffolding crews are conducting daily Personal Risk Assessments (PRA) and Location Specific Talks (LST) tailored specifically to the drop hazards and fall risks of their daily tasks.

Risk Mitigation: Mitigate fall-from-height and dropped-object risks, ensuring 100% compliance with Holcim Working at Height standards across all overlapping work zones (SIMOPS).
2. Functional & Operational Governance:

Material Validation (Critical Hold Point): Physically inspect and validate scaffolding material samples (including tubes, boards, couplers, and ladders) to verify the Main Contractor's commitment to using 100% approved materials before bulk procurement or site delivery is authorized.

Design & Calculation Review: Review, assess, and approve scaffolding drawings and load-bearing calculations for complex, heavy, or high-elevation structures (e.g., Preheater ID Fan, Main Filter, Cooler ESP) before any erection begins.

Execution & Daily Inspections: Conduct rigorous, documented daily physical inspections of all erected scaffolds. Verify structural integrity, including proper foundations, load distribution, bracing, guardrails (top and mid-rails), toe boards, and safe access/egress points.

Tagging & PTW System: Implement, strictly control, and audit the daily scaffold tagging system (e.g., Red, Yellow, Green tags). Validate and sign off on all Working at Height Permits to Work (PTW) prior to task execution.

Competency Verification: Assess and verify the certifications, training, and physical competency of the Main Contractor’s scaffolding supervisors, inspectors, and erecting crews prior to their mobilization.

Intervention & Corrective Action: Maintain the absolute authority to immediately "Red Tag" and issue a Stop Work Order for any scaffold deemed unsafe, incomplete, or altered by unauthorized personnel. Lead the immediate implementation of corrective actions.
Communication & Work Relationships:

Internal: Project Construction Safety Manager, Field/SIMOPS Supervisors, and Holcim Plant HSE Team.

External: The Main Contractor's Scaffolding Supervisors, Erection Crews, and Third-Party Safety Auditors.
Knowledge, Skills & Experience:
-
Education: Engineering degree or highly specialized technical diploma.

Certifications: Certified Scaffold Inspector (e.g., OSHA, STI, or equivalent international standard).

Technical Skills: Deep knowledge of structural load-bearing capacities, fall protection systems, hazard identification, and Holcim Standard Design Criteria (StDC).

Experience: 5+ years of direct, hands-on scaffolding inspection and Working at Height supervision in heavy industrial mega-projects or brownfield cement plant construction.
