Job Purpose
|
Plan, coordinate, and optimize the deployment of the subcontracted workforce to ensure the right people are available at the right time to support safe, efficient, and uninterrupted plant operations.

Key Responsibilities
|
- Health & Safety:
- Adhere to, enforce relevant legislation and policies, and ensure that the highest
- degree of safety and safe working practices are maintained.
- Maintain and enhance the Health, Safety, Quality and Environmental standards within the scope of this role.
- Functional:
- Develop daily, weekly, and monthly workforce plans based on operational requirements.
- Coordinate manpower requirements with Operations, Maintenance, Production, and other plant functions.
- Manage workforce mobilization, demobilization, and replacement requests with the outsourced manpower provider.
- Ensure adequate workforce availability to support routine operations, shutdowns, and special projects.
- Monitor workforce allocation and utilization to maximize productivity and efficiency.
- Identify manpower gaps and recommend timely corrective actions.
- Coordinate onboarding schedules and deployment of new subcontracted employees.
- Maintain an accurate workforce deployment plan and staffing forecast.
- Monitor workforce availability, vacancies, and absenteeism trends.
- Prepare workforce planning reports and manpower forecasts for management.
- Coordinate with the Workforce Analyst to ensure workforce data and planning assumptions are accurate.
- Support cost optimization through efficient workforce planning and utilization.
- Ensure all deployed workers have completed mandatory HSE inductions before starting work.
- Schedule only qualified, trained, and authorized personnel for assigned activities.
- Coordinate workforce deployment to minimize fatigue, excessive overtime, and operational safety risks.
- Escalate workforce shortages that could impact safe plant operations.
- Support HSE and Operations during shutdowns, emergency response, and business continuity planning.
- Contribute to continuous improvement initiatives that enhance workforce planning efficiency and operational performance.

Education, Qualifications & Experience
|
Education:
- Bachelor’s degree in Human Resources Management, Business Administration, Industrial Relations, or a related discipline.
- Continuous professional development in labor law, leadership, change management, and industrial relations is expected.
Technical Skills:
-Strong knowledge of industrial/manufacturing HR and blue-collar workforce management.
-In-depth understanding of Egyptian Labor Law and industrial relations.
-Expertise in workforce planning, talent management, and performance systems.
-Knowledge in HRIS systems (e.g., SAP SuccessFactors, Oracle) and HR operations.
Experience:
- Minimum 2 - 4 years of progressive HR experience, preferably within multinational and industrial/manufacturing environments.
- Strong hands-on experience leading HR functions in factory or plant settings with large labor populations.
- Deep expertise in employee relations, engagement, talent management, and organizational development.
- Strong leadership, stakeholder management, communication, and analytical skills.
